摘　　要：目的:充分评估区域医疗资源供给侧与需求侧现状,分析县域医共体建设在资源配置方面的关键问题,探索医共体规划前的资源评估方法。方法:采用供需平衡法及人口资源比率法研究A市区域医疗服务资源供需情况,通过对比分析、标杆比较等分析方法,结合供给-需求位势象限坐标图对区域医疗服务资源的实际及理想情况进行评估。结果:A市在供给-需求位势象限坐标图中位于D区,区域医疗资源总体呈现不饱和运行状态,医疗资源的配置严重供过于求,实际医疗服务供给远大于当地需求,存在过度服务或对区域外患者提供服务的可能。结论:深入医共体内部结构评估资源配置情况,对明确医共体战略发展方向、避免规划中的导向偏差、最大程度降低在医共体建设中资源无效投放的风险有重要作用;为县域医疗服务能力与技术水平的提升以及分级诊疗的实施更好地明确了战略方向。Objective To evaluate the status of supply side and demand side of regional medical resources, analyze the key issues in resource allocation of county medical community construction, and explore the resource evaluation method before the planning of medical community. Methods The supply-demand balance method and population resource ratio method were used to study the supply-demand situation of regional medical service resources in city A. The actual and ideal situation of regional medical service resources was evaluated through comparative analysis, benchmarking comparison and other analysis methods, combined with the supply-demand potential quadrant coordinate chart. Results City A was located in area D in the quadrant coordinate chart of supply demand potential. The overall regional medical resources were in the state of unsaturated operation. The allocation of medical resources was seriously oversupplied. The actual medical service supply was far greater than the local demand. There was the possibility of over service or providing services to patients outside the region. Conclusion In-depth evaluation of resource allocation in the internal structure of medical community plays an important role in clarifying the strategic development direction of medical community, avoiding the guidance deviation in the planning, and minimizing the risk of ineffective resource allocation in the construction of medical community. It also better defines the strategic direction for the improvement of medical service ability and technical level of the county and the implementation of hierarchical diagnosis and treatment.
