摘  要:以我国城市间的“抢人大战”现象为切入点,在构建地级市层面人才政策指标体系的基础上,结合2010—2018年间291个地级市的面板数据,实证检验了人才政策对产业结构转型升级的影响效应及作用机理。研究发现,人才政策显著促进了地区产业结构转型升级。进一步的检验结果表明:和产业结构合理化相比,人才政策对产业结构高度化的促进作用更大;从影响机制来看,人才政策对产业结构转型升级的影响效应主要是通过人力资本积累渠道与研发创新渠道发挥作用的;从政策分类的角度来看,环境型人才政策优于供给型人才政策,而供给型人才政策又优于需求型人才政策。此外,人才政策对地区产业结构转型升级的影响存在区域异质性。基于上述研究结论,从增强人才意识、提高人才政策导向性、破除人才认识误区等方面出发,为“双循环”新发展格局下更加充分地发挥人才政策对地区高质量发展的促进作用提出对策建议。The scramble for talent between cities in China is the background to this paper,which constructs a talent policy indicator and utilizes panel data for 291 prefecture-level cities from 2010 to 2018 to empirically evaluate the effects of talent policies(and the mechanism for that effect)on the transformation and upgrading of urban industrial structures.The results reveal that the introduction of talent policies can positively promote the transformation and upgrading of urban industrial structures.Further,the effect of talent policies on industrial structure supererogation is larger than the effects on industrial structure rationalization.Talent policies also optimize industrial structures through human capital accumulation and R&D innovation channels.From the perspective of policy classification,environment-oriented talent policies are more effective than supply-oriented talent policies,which are,in turn,more effective than demand-oriented talent policies.In addition,there is regional heterogeneity in the sample.To promote high-quality regional development under a dual circulation development pattern,we put forward countermeasures and suggestions regarding talent consciousness,policy orientation,and misunderstanding evasion.
