环境规制对绿色技术创新的影响——基于政府干预视角的区域异质性分析

摘　　要：为进一步提高地方政府的环境规制对促进绿色创新的效用,基于2007―2019年我国284个地级市的面板数据,通过构建市场激励型和命令控制型环境规制变量,实证检验了政府不同环境干预手段对我国城市绿色创新发展的异质性影响。研究发现,市场激励型规制降低了东部地区区域绿色技术创新,对中部地区区域绿色技术创新影响呈倒U型关系,命令控制型规制降低了西部地区区域绿色创新。通过进一步分析发现:市场激励型规制对经济发达城市的绿色技术创新存在挤出效应,对产业结构较为高级的城市的绿色技术创新具有负向调节作用;命令控制型规制降低了经济不发达城市的绿色技术创新,有利于产业结构较为高级的城市及科技资源禀赋高的城市进行绿色技术创新。Aiming to further improve the effectiveness of local government environmental regulation in promoting green innovation,the study constructs market-incentivized and command-controlled environmental regulation variables based on panel data of 284 Chinese cities from 2007-2019.The paper empirically examines the heterogeneous impacts of different government environmental interventions on the development of green innovation in Chinese cities.The results show that the market incentive-based regulation reduces regional green technology innovation in the eastern region and has an inverted U-shaped impact on regional green technology innovation in the central region,whilst the command-and-control regulation reduces regional green innovation in the western region.Through further analysis,it is found that the market incentive-based regulation has a crowding-out effect on green technology innovation in economically developed cities and a negative moderating effect on green technology innovation in cities with more advanced industrial structures.Command-and-control regulation reduces green technology innovation in economically underdeveloped cities and favors green technology innovation in cities with more advanced industrial structures and a high endowment of scientific and technological resources.
