政府行政效率如何影响居民幸福感——基于中国制度环境的实证分析

摘　　要：行政效率的提升是政府职能转变成效的重要体现,对提升人民群众幸福感具有重大现实意义。在中国特色制度环境背景下政府行政效率如何影响居民幸福感依然有待进一步探讨。为此,运用中国综合社会调查的相关数据,通过构建结构方程模型、多元回归分析等实证研究方法,可以对政府行政效率、政府满意度、制度环境和居民幸福感进行描述统计和实证检验。结果显示,政府行政效率与居民幸福感显著正相关,政府满意度在政府行政效率对居民幸福感影响过程中发挥中介作用,监督制度和问责制度可以显著调节政府行政效率对政府满意度的影响。相关研究结论有助于深入理解中国制度环境背景下政府行政效率对居民幸福感的影响机理,并为政府机构提升居民福祉提供政策建议。The efficiency of the government is an important embodiment of the performance of the transformation of the government function,and it is of great practical significance to improve the happiness of the people.However,how the government efficiency affects the happiness of residents under the background of China system remains to be further explored.Therefore,the paper uses the data of China General Social Survey(CGSS)2015,and through structural equation model,multivariate regression analysis and other empirical research methods,the paper discusses the relationship between government efficiency,government satisfaction,institutional environment and residents’happiness.The results show that the government efficiency is positively correlated with the residents’happiness,and the government satisfaction plays the mediating effect in the relationship between government efficiency and residents’happiness.The supervision system and accountability system play moderating effect in the relationship between government efficiency and government satisfaction.The conclusions can help to understand the mechanism of the impact of government efficiency on residents’happiness under the background of Chinese institutional environment,and provide policy suggestions for government to improve residents’happiness.
