摘　　要：在国际范围内,健康领域基本经历了从政府统治到市场管理到社会治理,再到多元主体协同治理的转变。有效把握多元主体协同治理规律及其背后的逻辑机理有助于进一步推动我国的健康治理实践。健康治理的发展路径差异受政府治理策略、市场成熟度和社会发育状况影响,其背后的逻辑是政策、利益和议题驱动,体现为科层、契约与网络机制的差异,这在不同国家有不同的表现。当前我国的健康治理驱动机制交叉重叠,呈现出模糊的健康治理路径。我国的健康事业可以根据政府、市场和社会治理能力,实施分阶段推进,先实施政策驱动,继之以议题驱动。The international health field has basically experienced the transformation from government rule to market management,to social governance,to multi-subject collaborative governance.To effectively grasp the law of multiple-subject collaborative governance and the logical mechanism behind it is helpful to further promote the practice of health governance in China.The difference in the development path of health governance is affected by the government governance ability,market maturity and social development status.The logic behind it is driven by policy,interests and issues,which is reflected in the differences between the mechanisms of bureaucracy,contract and network.At present,there is a phenomenon of overlapping of driving mechanisms in China,leading to the fuzzy path of health governance.Therefore,China’s current healthy development can implement phased governance according to the government,market and social governance capacity,first policy-driven and then issue-driven.
