摘 要:针对区域水资源短缺、水环境恶化、配置不合理等问题,利用和谐理论指导区域水资源配置,提出区域水资源和谐配置理论。同时,面对区域水资源和谐配置中存在的不确定性因素,以区域缺水量最小、污水排放量最小、部门用水效益最大等为目标,构建了基于不确定模糊多目标规划(IFMOP)的区域水资源和谐配置多目标模型。通过对宿迁市水资源进行和谐配置,得到了整体优化的2030年宿迁市水资源和谐配置方案。In view of the shortage of regional water resources,deterioration of water environment and unreasonable allocation,harmony theory was used to guide the allocation of regional water resources,and the theory of harmonious allocation of regional water resources was put forward.Facing the uncertain factors in the harmonious allocation of regional water resources,a multi-objective model for the harmonious allocation of regional water resources based on uncertain fuzzy multi-objective programming(IFMOP)was constructed with the objectives of minimizing regional water shortage,minimizing sewage discharge and maximizing departmental water use efficiency.The overall optimization harmonious allocation scheme of water resources in Suqian City in 2030 was obtained through harmonious allocation of water resources.
