摘 要:在灌区取水总量约束下,合理分配灌区农业水权是灌区高效节水和区域水资源管理的基础,对保障粮食安全和促进乡村振兴具有重要意义。从灌区用水单元基础条件、种植结构和现状用水出发,建立了优先性、公平性、效率性3项原则6项指标的灌区农业水权分配指标体系,采用层次分析法构建了灌区农业水权分配模型,并将其应用于陕西省宝鸡峡塬上灌区,计算了管理总站农业水权,结果与仅考虑近3年实际用水量的现状水权相差-12.2%~80.7%,可为灌区农业水资源优化配置提供指导。Under the constraint of the total amount of water intake,rational allocation of agricultural water rights is the basis of efficient water conservation and regional water resources management in irrigation area,which is of great significance to ensure food security and promote rural revitalization.Based on the basic conditions of water use unit,planting structure and current water use in irrigation area,this paper established an agricultural water right distribution index system with three principles and six indexes of priority,fairness and efficiency,and constructed an agricultural water right distribution model by using analytic hierarchy process.It was applied to Baojixia Yuanshang Irrigation Area in Shaanxi Province to calculate the agricultural water right of the management station.The difference between the results and the current water right considering only the actual water consumption in recent three years is in the range of -12.2% and 80.7%.The research results can provide guidance for optimal allocation of agricultural water resources in irrigation areas.
