摘 要:针对目前排污权初始分配指标选择与权重设计主观性较大,与断面水质关联性不强的问题,以EFDC模型为基础,综合考虑污染源与排污口的源汇关系,构建了“控制单元-排污口-污染源”水质响应关系的排污权初始分配模式。通过该模式完成了贾鲁河(郑州段)COD初始排污权的分配,发现以“控制单元-排污口”、“排污口-污染源”的水质响应关系为切入点进行分配极大地避免了主观性对分配结果的干扰,较好地体现了排污权交易制度通过河流断面水质目标对污染源排污行为的约束,更有利于保障水环境质量。Aiming at the problem that the initial allocation index selection and weight design of emission rights are subjective and the correlation with section water quality is not strong,based on the EFDC model,this paper comprehensively considered the source-sink relationship between pollution sources and emission outlets,and constructed the initial allocation model of emission rights for the water quality response relationship of control section-emission outlet-pollution source.The initial allocation of COD in Jialu River(Zhengzhou section)was completed through this model.It was found that the water quality response relationship between control unit-discharge outlet and discharge outlet-pollution source was taken as the breakthrough point to allocate COD,which greatly avoided the interference of subjectivity on the allocation results,and better reflected the constraint of emission trading system on pollution discharge behavior of pollution sources through the water quality objectives of river sections,and was more conducive to ensuring the quality of water environment.
