摘　　要：准确测度生物经济发展水平是政府有针对性制定政策的基础。通过分析欧盟、经合组织等全球主要国家和国际组织的生物经济政策和相关报告,明确生物经济的定义、内涵和领域,从生物产业、创新能力、政府支持3个维度构建中国生物经济评价指标体系,并基于年鉴统计数据以及政府公共数据开放平台数据、国家级良种繁育基地数量等非传统数据,对2020年中国31个省份的生物经济发展情况进行实证分析。结果表明:中国生物经济总体发展水平较低,只有江苏、广东、浙江、山东等少数省份的生物经济发展情况较好,其他省份与这四地差距明显;从区域角度来看,发展水平按照从高到低排序分别为东部、中部、东北和西部。最后,针对不同省份的生物经济发展情况,提出有针对性的政策建议,以期为各地生物经济发展提供参考。Accurately measuring the development level of bioeconomy is the basis for the government to formulate targeted policies.By analyzing the bioeconomy policies and relevant reports of major countries and international organizations in the world,such as the EU and OECD,the definition,connotation and field of bioeconomy are clarified,and China’s bioeconomy evaluation index system is built from three dimensions,namely,bio-industry,innovation capacity and government support.Based on the yearbook statistics data and non-traditional data like government public data open platform data and number of national breeding bases for improved varieties,this paper makes an empirical analysis on the development of bioeconomy of 31 provinces in China in 2020.The results show that the overall development level of bioeconomy in China is low,only a few provinces,such as Jiangsu,Guangdong,Zhejiang and Shandong,have better bioeconomy development,while other provinces have a significant gap with these four regions;from a regional perspective,the development level of China’s bioeconomy is ranked from high to low as the eastern region,the central region,the northeast region and the western region.Finally,according to the development of bioeconomy in different provinces,it puts forward targeted policy recommendations,in order to providing reference for the development of bioeconomy in various regions.
