摘 要:我国科研院所改革的重点在于加快科技成果转化,因此明星科学家成为影响改革目标实现的第一要素。有别于现有更多关注科研院所改革模式与影响因素的研究,以广东省科研院所改革为背景,探索明星科学家对组织创新绩效与经济绩效的作用效果,并分析以政府科技项目为代表的项目式改革和以创新平台建设为代表的平台式改革模式在其中的调节效果。结果表明:明星科学家对组织双重绩效均有显著的正向影响,并且对创新绩效的促进效果优于经济绩效;项目式改革模式在明星科学家与组织创新绩效关系中起正向调节作用,而平台式改革模式在明星科学家与组织创新绩效、经济绩效关系中均产生正向调节作用。据此,提出为实现转制科研院所科技成果转化目标,政府应将明星科学家人才政策置于更为重要的位置,同时不断优化完善科技项目管理机制,并充分发挥各类创新平台的支撑作用。The focus of the restructuring of research institutes in China is to speed up the transformation of scientific and technological achievements,so star scientists become the"first element"that affects the realization of the reform goal.This paper is different from the existing research that pays more attention to the effect of star scientists on the organizational innovation and economic performance,based on the reform of the research institutes from Guangdong province,explores the effect of star scientists on organizational innovation performance and economic performance,and analyzes the adjustment effect of project-style reform represented by government science and technology projects and platform-reform mode represented by the construction of innovation platform.The results show that:the star scientists have a significant positive impact on the dual organizational performance,and the promotion effect on the innovation performance is better than the economic performance;the project-based reform model plays a positive regulating role in the relationship between star scientists and organizational innovation performance,while the platform reform model plays a positive regulating role in the relationship between star scientists and organizational innovation performance and economic performance.Therefore,it is proposed that in order to achieve the goal of scientific and technological achievements of the transformation research institutes,the government should put the talent policy of star scientists in a more important position,constantly optimize and improve the management mechanism of science and technology projects,and give full play to the supporting role of various innovation platforms.
