摘　　要：全球进入应对气候变化的新阶段,世界各国政府相继出台或更新双碳发展的国家战略,这将深刻影响世界经济发展格局、全球治理格局以及各国到21世纪中叶的经济社会发展方向。中国正在积极落实碳达峰、碳中和承诺,需要全面把握全球双碳发展新趋势,积极吸取各国双碳发展经验,努力融入乃至引领全球双碳发展大潮。本文全面梳理了新一轮全球双碳发展面临的新形势与新挑战,系统分析了全球双碳战略框架中呈现的新思想与重点热点领域,并将当前全球各国双碳战略总结归纳为发达国家积极型减碳模式、新兴经济体谨慎型减碳模式、小岛屿国家激进型激减碳模式、能源出口国保守型减碳模式等类型,分别概括其减排战略目标、时间线、关键领域等特征,为我国双碳战略研究及相关行动方案的制定提供参考。The world has entered a new stage of coping with climate change.Governments around the world have successively issued or updated national strategies for carbon peaking and carbon neutrality development,which will profoundly affect the world economic development pattern,global governance pattern,and the economic and social development direction of each country until the middle of the 21st century.China is actively implementing its commitment to carbon peaking and carbon neutrality.It needs to fully grasp the new trend of global carbon peaking and carbon neutrality development,actively absorb the experience of other countries in carbon peaking and carbon neutrality development,and strive to integrate and even lead the global trend of carbon peaking and carbon neutrality development.Aiming to provide reference for our country’s carbon peaking and carbon neutrality strategy research and the formulation of related action plans,this paper comprehensively sorts out the new situation and challenges faced by the new round of global carbon peaking and carbon neutrality development,systematically analyzes the new ideas and key hotspots presented in the framework of the global carbon peaking and carbon neutrality strategy,and summarizes the current global carbon peaking and carbon neutrality strategies.These strategies are classified into four models as follows:the active carbon reduction model of developed countries,the prudent carbon reduction model of emerging economies,the aggressive carbon reduction model of small island countries,and the conservative carbon reduction model of energy exporting countries.Then,we briefly describe goals and timelines for emission reduction,key areas and other characteristics of these four models.
