摘  要:发输电规划是在满足负荷增长需求的前提下,保障电力系统长期安全经济运行的基础。随着社会经济的发展和电网规模的不断扩大,负荷波动的不确定性显著增大,影响着电力系统的安全稳定运行。而近年来停电事故频发,在制定发输电规划策略时兼顾黑启动机组的规划对提高电力系统恢复能力具有重要意义。在此背景下,提出计及N-1安全约束和系统恢复能力的发输电拓展规划策略。首先,为了有效应对负荷的不确定性,提出基于机会约束的发输电拓展规划模型。然后,分别构建N-1安全校核子问题模型和基于大停电事故的输电系统恢复能力校验子问题模型。通过迭代求解基于机会约束的发输电拓展规划模型和2个子问题模型,使得该发输电规划方案既能有效应对负荷波动的不确定性,又能提高电力系统运行的安全性和恢复能力。最后,采用Garver 6节点系统和IEEE 57节点系统验证了所提模型和算法的可行性和有效性。Power generation and transmission planning is the basis for ensuring the long-term secure and economic operation of power systems while meeting the increasing load demand.With the development of social economy and the continuous expansion of power grid,the uncertainty of load fluctuation increases significantly,which affects the secure and stable operation of power systems.In recent years,there have been frequent power outages.It is of great significance to take into account the planning of black-start units when carrying out the power generation and transmission planning to improve the power system restorability.In this context,an expansion planning strategy for the power generation and transmission is proposed considering the N-1 security constraints and system restorability.Firstly,to deal with the uncertainty of loads,an expansion planning model for the power generation and transmission based on the chance-constrained programming is proposed.Secondly,the N-1 security check subproblem model and the restorability check sub-problem model for the power transmission system based on the blackout are built respectively.By iteratively solving the chance-constrained programming based expansion planning model for the power generation and transmission and two sub-problem models,the power generation and transmission planning scheme can not only effectively deal with the uncertainty of load fluctuation,but also improve the security and restorability of the power system operation.Finally,the Garver 6-bus system and the IEEE 57-bus system are used to verify the feasibility and effectiveness of the model and algorithm proposed in this paper.
