安全型发展:中国式现代化的发展模式创新

摘　　要：习近平总书记在党的二十大报告中对发展和安全都作出全面深刻的论述,预示着中国式现代化的“安全型发展”模式跃升。从理论逻辑来看,安全型发展秉承马克思主义发展理论,对于化解“新自由主义”主导的全球化所面临的严峻安全风险、提升全球化的普遍安全性具有重大意义。从历史逻辑来看,安全型发展是从自立型发展、开放型发展的基础上演变而来的,是中国特色社会主义发展道路的延续。从实践逻辑来看,安全型发展蕴含了新发展阶段的安全要求、高质量发展的安全内涵,以及构建新发展格局的安全指向。安全型发展可以超越西方中心主义的“再全球化”方案,并贡献“新全球化”的中国样式。President Xi Jinping made a comprehensive and in-depth discussion on development and security in the report to the 20 th National Congress of the Communist Party of China, which heralded the innovation of the “security-oriented development” model of Chinese modernization. From the perspective of theoretical logic, security-oriented development adheres to the Marxist development theory, which is of great significance for resolving the severe security risks faced by neoliberalism-led globalization and improving the general security of globalization. From the perspective of historical logic, security-oriented development has evolved from the basis of self-oriented development and open-oriented development, and it is a continuation of the development path of socialism with Chinese characteristics. From the perspective of practical logic, security-oriented development contains the security requirements of the new development stage, the security connotation of high-quality development, and the security orientation of creating a new pattern of development. Security-oriented development surpasses the Western-centrism’s “re-globalization”program and proposes a China model for “new-globalization”.
