国家文化治理结构何以生成?——基于渝东某国家级非遗的案例分析

摘　　要：既有研究从政策与实践的角度集中探讨了国家文化治理,但未能充分揭示国家文化治理结构何以生成。基于制度工作视角,通过渝东某国家级非物质文化遗产的个案研究,考察国家文化治理结构的生成路径。研究发现,一方面,国家通过政治工作及其与关系工作的嵌套,构建了正式的非物质文化遗产保护体制并使之运转;另一方面,精英传承人借助边界工作、关系工作与政治工作间的嵌套,促进了渝绣的遗产化和产业化。国家与文化行动者的互动最终生成了“核心-半核心-外围”的治理结构。研究表明,在力量对比关系不完全对称的条件下,异质性的制度企业家得以通过嵌套式制度工作和合作,促使一个新兴国家文化治理结构的生成。Existing studies have focused on state-oriented cultural governance(SoCG)from the perspectives of policy and practice,but have failed to fully reveal the genesis of the SoCG structure.Based on an institutional work perspective,this paper examines the genesis of the SoCG structure through a case study of a national intangible cultural heritage(ICH)in eastern Chongqing.The study reveals that on the one hand,the state builds and operates a formal ICH safeguarding system through political work and its nesting with relational work;on the other hand,the elite inheritor promote the heritagization of Yu embroidery through the nesting between boundary work,relational work,and political work.The interaction between the state and cultural actors ultimately generates a“core-semicore-periphery”SoCG structure.The study shows that heterogeneous institutional entrepreneurs are able to contribute to the genesis of the emerging SoCG structure through nested institutional work and cooperation under conditions of asymmetry of power.
