浅议北京历史文化名城保护与首都发展

摘　　要：北京是国家历史文化名城,也是中国首都。本文基于首都职能分析了北京历史文化名城的特征,结合历版北京城市总体规划对名城工作的要求,对名城保护与首都发展的关系进行解析,提出围绕新时代首都发展推进名城保护工作,应当做到名城保护格局和首都功能布局有机统一、名城保护管理和首都城市治理相辅相成、名城保护利用传承与首都高质量发展互为支撑。Beijing is a national historic and cultural city,and also the capital of China.This paper analyses the characteristics of Beijing as an important historic and cultural city from the perspective of the capital’s functions.It elaborates on the relationship between ancient city protection and the development of a capital city by analysing the requirements for the conservation of the ancient city in successive editions of the Beijing Urban Master Plan.In light of the analysis,the paper suggests that the conservation of Beijing’s ancient city should be promoted based on the capital city’s development requirement in the new era.To achieve the above,the protection pattern and the functional layout of the capital city should be organically unified;the management of ancient city protection and the governance of the capital city should be complementary;the utilisation and inheritance of the ancient city and the high-quality development of the capital should support each other.
