历史文化街区保护整治实施模式探讨

摘　　要：历史文化街区是城乡历史文化保护与传承的重要对象与内容,也是我国历史文化名城保护制度的核心内容,承载着不可再生的历史信息,具有重要的历史文化价值。历史文化街区保护工作的实施模式,应植根于历史文化街区在空间格局、建筑遗存、特色功能、人文结构4个方面存在的重要历史文化特征,选择科学合理的具体做法。因此,在空间管控、建筑整治、功能发展、协同管理4个遗产特性方面,分别采取科学规范或合理适当的实施方式:在空间与建筑方面,应加强基础管控,严守底线,保护好街区丰富遗产;而在功能与管理方面,可以通过注重提升,综合协同,多元谋划持续发展。通过4个方面综合构成的复合实施模式,共同推进历史文化街区的保护提升实施工作。Historic and cultural areas are a key part of the urban and rural historic and cultural conservation and inheritance,and are a key content in the conservation system of the cities with historic and cultural importance,and they are with high historic and cultural value.Scientific and appropriate practical approaches to the conservation of historic and cultural areas should be based on the heritage values in terms of spatial structure,building heritage,characteristic utilisation and humanistic diversity.Four practical approaches could be put into action with regard to the control of spatial structure,conservation and regeneration of architecture,functional development and cooperative management.Strictly controlled basic approaches in the space structure and architectural heritage could contribute to a well-protected heritage environment,and diversified characteristic approaches in functional development and cooperative management could strengthen of the vitality of the historic and cultural areas,which provides synthetic approaches to the conservation practices in historic and cultural areas.
