前普查、后评估——拓展名城管理链条的实践与思考

摘　　要：近年来国家对于城乡建设中加强历史文化保护提出“空间全覆盖、要素全囊括”的要求,同时也提出建立历史文化保护传承评估机制的要求,住建部、国家文物局以及各地也针对性地做了探索。本文以长期跟踪服务的全国和省域层面的课题为例,基于法定对象和潜在资源开展了普查工作,以文物、街区为对象开展评估工作,倡导“前端普查,摸清资源本底”与“后端评估,实现管理闭环”相结合的管理方式,拓展名城管理链条。结合相关课题研究,从拓展管理链条机制、普查工作分类、新技术应用与组织模式创新、科学合理构建评估指标等方面进行了探讨。In recent years,China has put forward the requirement of"full coverage of space and all elements"for strengthening historical and cultural conservation in urban and rural construction,as well as the requirement of establishing an evaluation mechanism for the conservation and inheritance of history and culture.The Ministry of Housing and Urban-Rural Development,the National Cultural Heritage Administration and other local authorities have also carried out targeted exploration.This paper takes the national and provincial issues of long-term follow-up service as examples,and carry out census work based on legal objects and potential resources,and evaluation work based on cultural relics and neighbourhoods.The management mode of"precensus to find out the background of resources"with"post-evaluation to realise closed-loop management"is advocated to expand the management chain of historic cities.Combined with research on related topics,this paper explores the expansion of management chain mechanism,the classification of census work,the application of new technologies and the innovation of organisational models,and the scientific and reasonable construction of evaluation indicators.
