摘 要:治水兴水是维护城市有机生命体的内在要求。为顺应城市治理现代化的发展趋势,我国城市水治理机制变革应遵循“治理主体多元化、治理客体全域化、治理手段集成化和治理模式精细化”的基本方向,推动传统碎片化治理机制向现代网络化系统治理机制转型。这些年福州市以内河整治为突破口持续推进机制创新,建立政府主导多元共治的网络结构,探索全域化全要素治水新模式,发挥科技赋能提升水务管理智慧化水平,打造系统治水的福州样板,其经验对于其他城市尤其是“山水城市”具有借鉴意义。Controlling and revitalizing water is the inherent requirement of maintaining urban organic life. In line with the development trend of urban governance modernization,the reform of urban water governance mechanism in China should follow the basic direction of “diversification of governance subjects,globalization of governance objects,integration of governance means and refinement of governance modes”,and promote the transformation from traditional fragmented governance mechanism to modern networked systematic governance mechanism. In recent years,Fuzhou has promoted mechanism innovation continuously by taking inland river regulation as a breakthrough,established a government-led network structure of multi-governance,explored a new mode of all-around and all-factor water governance,given play to the scientific and technological empowerment to improve the intelligent level of water management,and created a Fuzhou model of systematic water control. Its experience can be used as a reference for other cities,especially “landscape cities”.
