摘 要:为了有效地区分制约通用航空应急救援能力的关键影响因素,并明确因素间作用路径,本文创新性地提出了将航空应急救援的安全类指标纳入救援能力的分析体系中,进而通过全面梳理体系制度性、救援专业性指标、技术先进性的指标因素,构建了一个包含了18个影响因素的分析指标体系。采用决策实验室分析法,构建了影响因素的相互关联矩阵,计算了影响因素的中心度和原因度,揭示了制约我国通用航空应急救援能力的影响机制,明确了应急救援能力提升的路径。研究结果显示,政府救援体系完善性、空中保障能力、通航救援队伍能力的原因度最高,是提升救援能力的关键指标。研究结论为制定我国航空应急救援能力的提升策略提供决策依据。In order to effectively distinguish the key influencing factors of general aviation emergency rescue capability, and clarify the influencing mechanism among the factors, this paper proposes creatively that the safety influencing factors of aviation emergency rescue be incorporated into the analysis index system of rescue capability. Furthermore, an analysis index system including 18 influencing factors is constructed by comprehensively sorting out institutional, professional and technological index factors. By using the DEMATEL method, the correlation matrix of the influencing factors is constructed, the centrality and causality of the influencing factors are calculated, the influence mechanism of the general aviation emergency rescue capability is revealed, and the path for improving emergency rescue capability is clarified. The results show that the completeness of the government rescue system, the air support capability and the general aviation rescue capability are the key indicators for improving the rescue capability. The conclusions provide a decision-making basis for formulating the improvement strategy of China’s aviation emergency rescue capability.
