摘　　要：本文通过介绍民航新疆空中交通管理局《气象信息综合服务系统(二期)》科技项目,阐述了气象数据融合GIS技术解决民航气象信息服务系统的设计与实现,本文研究的内容包括自动观测系统数据展示、航空重要天气告警、机场报文查询、预报预警产品推送、区域自动站数据天气实时监视、卫星云图展示、雷达资料展示、管制天气数据提取、重要天气预告图及风温预告图、飞行文件提取、授权管理系统、数据大屏等,尝试构建机场跑道风预报、基于数值模式的终端区航路强对流短期预报等。自动观测系统数据将采用GIS和风盘相结合的方式,并提供前12 h历史数据查询功能。航空重要天气告警将采用GIS方式实现,实时对新疆区域内各机场的气象要素进行监视,并基于机场预报提供9 h辅助决策信息。区域自动站数据天气实时监视将采用GIS方式实现,根据重要天气定义给出告警。This paper introduces the scientific and technological project “Meteorological Information Integrated Service System(Phase II)” of the Xinjiang ATMB CAAC. It expounds how the meteorological data fusion of GIS technology helps design and realize aviation meteorological information service system. The research contents include automatic observation system data, important weather warning, airport messagequery, pushing forecasting and warning products, real-time monitoring and regional automatic weather station data, satellite picture display, radar data display, weather data extraction for air traffic control, report chart of important weather forecast and wind temperature, flight file extraction, authorization management system, large data screen, etc. It tries to establish airport runway wind forecast, short-term forecast of severe convection in terminal area based on numerical model, etc. Automatic observation system data will combine GIS and wind disk and provide historical data query function for the last 12 hours. Aviation major weather alarms will be realized by GIS. They monitor meteorological elements of each airport in Xinjiang in real time and provide 9-hour decision-making support information based on airport forecast. Regional automatic station data monitoring will be implemented by GIS.Alarms are raised according to the definition of important weather.
