摘　　要：革命老区振兴发展是我们党的庄严承诺。以水资源最大刚性约束为基础,以涉水产业发展为核心,统筹红色文化资源和绿色生态资源的发展路径,是革命老区因地制宜高质量发展的必然选择。研究以革命老区红色资源和生态资源价值转化中,红色文化资源、绿色生态资源、涉水产业模式、生态补偿红利等革命老区固有的独特优势为切入点,结合调研经验和数据基础,分析革命老区“红绿融合”价值转化中的发展潜力。研究认为,革命老区保护红色资源和绿色资源应通过资源摸底加快地区红色资源清点和生态资源核算工作、通过发展挖潜延长产业链和增加附加值、通过地区营销扩大地区认知度和投资吸引力、通过联动发展形成共建共享的发展模式,最终以水为经络,串联起红色资源和生态资源,厘清价值转化途径,高质量发展绿色产业,推动水资源转化为水优势,促进生态补偿完善机制建设,形成革命老区人民的福祉。The revitalization and development of old revolutionary base areas is a solemn commitment of the Communist Party of China.Based on the maximum rigid constraints of water resources,with the development of water-related industries as the core,the development path of red cultural resources and green ecological resources is an inevitable choice for the high-quality development of old revolutionary areas according to local conditions.In the context of the transformation of the value of red resources and ecological resources in old revolutionary base areas,this paper takes the unique advantages inherent in old revolutionary base areas such as red cultural resources,green ecological resources,water-related industrial models,and ecological compensation dividends as the breakthrough point.Combined with the research experience and data foundation,this study analyzes the development potential of the red-green integration value transformation in the old revolutionary base.The study believes that the protection of red resources and green resources in old revolutionary base areas should be carried out in the following four ways:resource investigation,speeding up the inventory of regional red resources and ecological resource accounting,developing potential to extend the industrial chain and increasing added value,and expanding regional awareness and investment attraction.,carry out the development model of co-construction and sharing.In the end,with water as the meridian,red resources and ecological resources are connected in series,the value transformation approach is clarified,and the green industry is developed with high quality.In this way,it will promote the transformation of water resources into water advantages,promote the construction of the ecological compensation improvement mechanism,and form the well-being of the people in the old revolutionary base areas.
