摘　　要：2020年以来,受多种因素影响全球能源市场进入一个急剧动荡与变革时期,风险和挑战不断增多:传统能源供给不足,短缺现象持续;地缘政治因素影响加大,能源价格波动频繁;能源供需版图重构,能源博弈加剧;能源贸易风险加剧,不确定性增加等。这些风险和挑战对我国经济社会产生深刻的影响。为积极应对全球能源市场大变局,我国应将能源保供稳价放在更加突出位置;从供需两侧同时发力保障传统能源供应安全;完善能源储备体系,增强能源安全的底气;深入推进能源行业改革,助力增强能源安全保障;推动能源市场应急机制建设,有效防范未来风险;加强多边国际能源合作,以利益融合推动共同能源安全;努力推动以人民币计价的能源交易结算体系,提高抵御风险能力;顺应绿色低碳转型趋势,推动节能减排与经济协调发展。Since 2020,the global energy market has entered a period of rapid turbulence and change due to various factors,with increasing risks and challenges:the traditional energy supply is insufficient,and the shortage continues;The influence of geopolitical factors is increasing,and the energy price fluctuates frequently;The energy supply and demand map is reconstructed,and the energy game is intensified;Energy trade risks have intensified and uncertainties have increased.These risks and challenges have a profound impact on China’s economy and society.In order to actively respond to the great changes in the global energy market,China should put energy supply and price stabilization in a more prominent position;Ensure the safety of traditional energy supply from both sides of supply and demand;Improve the energy reserve system and strengthen the confidence of energy security;Deepen the reform of the energy industry and help strengthen energy security;Promote the construction of emergency mechanism in energy market and effectively prevent future risks;Strengthen multilateral international energy cooperation and promote common energy security through interest integration;Strive to promote the RMB-denominated energy transaction settlement system and improve the ability to resist risks;Conform to the trend of green and low-carbon transformation,and promote the coordinated development of energy conservation and emission reduction and economy.
