摘　　要：为完善储气调峰市场机制,我国积极推动储气设施建设进程,完善“产供储销”一体化体系。但由于管理体制与定价机制的研究滞后,我国储气能力建设不足。为突破投资成本与回收的发展瓶颈,基于“准许成本+合理收益”原则,以LNG接收站储罐为切入点,探究“两部制”储转费定价机制,结合算例分析发现“两部制”定价有利于保障项目投资稳定回收,提高市场参建积极性,为储气设施的规模化与集约化建设提供可视化的实践路径。最后,立足于天然气布局产业优势,应创新储气设施建设“拼团”管理体制保障,推动储运设施联通进程,加快储气设施定价研究及提高前期财政补贴力度以提高储气能力,构建多层次的资源、储气及销售系统,助力“双碳”目标完成。In order to improve the market mechanism of gas storage and peak shaving,China actively promotes the construction of gas storage facilities and improves the integrated system of"production,supply,storage and marketing".However,due to the lagging research on management system and pricing mechanism,the construction of gas storage capacity in China is insufficient.Based on the principle of"permitted cost+reasonable income",the pricing mechanism of"two-part system"for storage and transfer fees is explored with the LNG terminal storage tanks as the entry point,in order to break through the development bottleneck of investment cost and recovery.Combined with the analysis of a case,it is found that"two-part system"pricing is conducive to ensuring the stable recovery of project investment,improving the enthusiasm of market participation in construction,and providing a visual practice path for the large-scale and intensive construction of gas storage facilities.Finally,based on the industrial advantages of natural gas distribution,it is necessary to innovate the management system guarantee of"cluster"of gas storage facilities construction,promote the process of connection of storage and transportation facilities,speed up the pricing research of gas storage facilities and increase the financial subsidies in the early stage to improve the gas storage capacity,build a multi-level resource,gas storage and sales system,and help achieve the"double carbon"goal.
