摘　　要：目的针对中国医药制造业省级层面环境规制与绿色创新之间的关系,进行空间计量分析,并针对不同区域间绿色经济的发展提出相应改进策略。方法基于2011~2016年中国31个省份的面板数据,采用空间计量方法,综合利用Moran′s I指数、空间滞后、空间误差以及空间杜宾模型进行模型的识别、检验与筛选。结果绿色创新Moran′s I指数存在显著的“高-高”、“低-低”两种空间集群方式,具有空间依赖性。环境规制的直接与间接效应均显著为正,均对绿色创新具有显著正向作用。其它控制因素有正有负,存在空间差异性。结论实证结果表明通过环境规制促进区域绿色创新是实现医药制造业绿色经济发展的重要手段,并针对中国医药制造业区域性绿色发展差异,提出对应政策建议。Objective To conduct a spatial econometric analysis of the relationship between environmental regulations and green innovation at the provincial level in China′s pharmaceutical manufacturing industry,and to propose corresponding improvement strategies for the development of green economy in different regions.Methods Based on the panel data of 31 provinces in China from 2011 to 2016,the spatial measurement method was adopted,and the Moran′s I index,spatial lag,spatial error,and spatial Dubin model were used to identify,test and screen the model.Results The Moran′s I Index of Green Innovation has two significant spatial clustering methods,“High-High”and“Low-Low”,which are spatially dependent.The direct and indirect effects of environmental regulation are both significantly positive,which has a significant positive spatial effect on green innovation.Other control factors are positive or negative,and there are spatial differences.Conclusion The empirical results show that promoting regional green innovation through environmental regulation is an important means to realize the green economic development of the pharmaceutical manufacturing industry,and proposes corresponding policy recommendations for the regional green development differences of China′s pharmaceutical manufacturing industry.
