中老铁路磨憨口岸站运输通行效率优化研究

摘　　要：磨憨口岸站作为中老铁路运输的重要物流节点,其通行效率提升对充分发挥中老铁路国际运输大动脉优势,加速释放“黄金线路”辐射效应具有重要意义。随着中老铁路进出口货物运量的持续增长,磨憨口岸站设施设备能力将提前达到饱和。车辆在口岸站通行效率低,现车超过车站合理保有辆,会造成车站调车及接发列车作业组织困难。通过分析磨憨口岸站运输能力、出入境货物通关等方面存在问题,从扩大海关监管场所运输能力,加快推进口岸进出境快速通关业务,加强与海关、口岸管理部门的协调配合,提升中老铁路境内境外段协调联动,优化磨憨口岸站生产作业组织等方面,提出针对性优化举措,可有效提高口岸通行效率,提升口岸站运输组织能力,为打造国际物流大通道提供有力支持。Mohan port is one of the important logistics nodes of China-Laos Railway,and its traffic efficiency improvement plays a significant role in giving full play to the major advantage of the international transport of China-Laos Railway and accelerating the radiation effect release of the“Golden Line”.As the imported and exported goods volume of the China-Laos Railway continuously increases,the Mohan port will encounter an over-saturation in the capacity of its facilities and equipment earlier than expected.The low traffic efficiency and excessive trains of the Mohan port will make train scheduling and dispatching at the port more challenging.By analyzing problems in the transport capacity and the customs clearance of the imported/exported goods at the Mohan port,this paper proposed optimized countermeasures in terms of expanding the transport capacity of customs-supervision sites,accelerating the implementation of rapid customs clearance for entry and exit business,strengthening the cooperation with the customs and port management departments,enhancing the coordination of all sections along the China-Laos Railway,and improving the production and operation organization of the Mohan port.With all these targeted measures,it is expected to effectively improve the traffic efficiency and transportation organization capacity of the port and provide robust support for building an international logistics channel.
