推动跨部门协同的路径探析--基于厦门行政协助制度化改革的考察

摘　　要：行政协助是一种常见的动态化、临时性行政职权配置方式,是推动跨部门协同的重要路径之一。厦门市通过构建“清单+机制”的行政协助体系,确定了行政协助事项及程序、建立了立体化督查考核和配套机制、培养了协同组织文化。其启示在于要抓住跨部门协同的关键节点,对跨部门协同开展全周期管理,协同推进制度建设和文化建设;推动跨部门协同应将行政协助从资源共享拓展至权力互动,更关注合作关系的积累和变现,并实现与数据治理的融合。Involving a set of actions related to administrative request and administrative response,administrative assistance is an important type of cross-department collaboration.Xiamen has established a“list-plus-mechanism”administrative assistance system focusing on the key nodes of cross-department collaboration procedure.The practices include determining items and procedure of administrative assistance according to needs and problems,building multiple performance management systems,structuring mechanisms based on right-and-duty lists,and cultivating collaborative organize culture.In order to promote cross-department collaboration,it is necessary to expand the use of administrative assistance from resources sharing to power interacting,so as to pay more attentions to cultivating collaborative relations and to innovate governance tools.
