乡村振兴战略下草牧业可持续发展水平研究

摘　　要：为促进我国草牧业在乡村振兴战略背景下实现可持续和协调发展,本文以2012—2019年试点省份面板数据为基础,构建了压力—状态—响应模型下的草牧业可持续发展指标体系,结合熵权法和综合指数模型测度试点地区草牧业可持续发展规律与时空演变规律,并通过协调度模型分析了压力、状态、响应等各系统间的协调特征,通过障碍度模型提出可持续发展的障碍因素。结果表明:2012—2019年除辽宁、宁夏、青海外,其他试点地区可持续发展水平虽有波动但均有所提高,各目标系统之间的协调度呈现出明显的空间分异规律,障碍度出现频率最高的是城镇化率和草原综合植被盖度,约为11.07%。研究结果可为实现草牧业可持续发展、检验乡村振兴战略的实施建设成效提供参考,并从提高草牧业效益水平、增强资源利用能力、优化资源配置潜力等方面提出政策建议。In order to promote the sustainable and coordinated development of grass-pastoralism in the context of rural revitalization strategy,this paper constructed an index system for sustainable development of grass-pastoralism based on the pressure-state-response model,combined entropy weight method and comprehensive index model to measure the law of sustainable development and spatial and temporal evolution of grass-pastoralism in the pilot areas,and analyzed the coordination characteristics of each system and the factors affecting sustainable development through the coordination degree and obstacle degree models respectively.The results showed that from 2012 to 2019,the sustainable development levels of the pilot regions,except for Liaoning,Ningxia and Qinghai have improved,although they were more volatile.The coordination degree among the target systems showed an obvious spatial divergence pattern.The highest frequency of barrier degrees appeared in the urbanization rate and grassland integrated vegetation cover,which was about 11.07%.The results of the study provide references for realizing the sustainable development of the grass and pasture industry,testing the construction effectiveness of the implementation of the rural revitalization strategy,and making policy recommendations in terms of improving the efficiency level of the grass and pasture industry,enhancing resource utilization capacity,and optimizing resource allocation potential.
