摘　　要：建立和完善绿色低碳循环发展经济体系是促进我国经济社会全面绿色转型,解决资源、环境和生态问题的基本方针。研究表明,在绿色发展理念下,绿色低碳循环经济体系对环境和产业政策以及二者之间关系的调整,涉及经济发展方式、技术水平和制度体系的深层次变革。如何打造绿色低碳循环经济体系是青海省生态文明战略的核心议题,本文从青海省四地两体系发展定位出发,深刻剖析绿色低碳循环经济体系理论基础和运行机理,解析青海省四地两体系建设和生态文明战略实践中的制约因素。四地两体系建设迫切需要摆脱环境治理手段与传统产业政策的政策组合,注重市场机制的作用,建设和完善青海省绿色低碳循环经济体系的关键是促进四地两体系建设与市场机制以及产业和环境政策的协调,注重政策工具之间的协调互补,形成与市场机制相结合的新发展路径。Establishing and improving the economic system of green,low-arbon and circular development is the basic policy to promote the overall green transformation of China’s economy and society and solve the problems of resource,,environment and ecology.The research shows that under the background of green development concept,the adjustment of the traditional environmental and industrial policies and the relationship between them in the green and low-rarbon circular economic systeminvolves the deep-seated reform of economic development mode,technological level and institutional system.How to build green low carbon circular economy system is the core topic of Qinghai ecological civilization strategy.This paper deeply analyzes the theoretical basis and operation mechanism of green low carbon circular economy system from the development orientation of Qinghai four regions and two system.,and analyzes the restrictive factors in Qinghai four regions and two systems construction and ecological civilization strategy practice.The construction of the four regions and two systems urgently needs to get rid of the policy combination of environmental governance means and traditional industrial policies and pays attention to the role of market mechanism.The key to the construction and improvement of the green and low-carbon circular economic system in Qinghai Province is to promote the coordination between the construction of the four regions and two systems and the market mechanism as well as industrial and environmental policies,stress on the coordination and complementarity among policy tools,and form a new development path combining with the market mechanism.
