摘　　要：学术期刊和学术论文质量的提升离不开期刊审稿人的学术把关。审稿人的实质是同行评议,功能是价值判断。学术期刊审稿中出现的种种问题,既有个体原因,也有制度原因,如审稿人制度在学术共同体、学术评价和学术科研中的普遍缺位等。建议从拓宽审稿人范围、提升审稿人评价能力、实行审稿人回避等方面健全审稿人遴选制度;从发挥学术编辑过滤功能、把握专家与期刊的匹配度、细化同行专家评审标准等方面健全审稿人运行制度;从纳入学术体系、完善激励制度、建立申诉制度、探索公开制度等方面健全审稿人评估制度。The improvement of the quality of academic journals and academic papers is inseparable from the academic quality control of journal reviewers.The essence of the reviewer is peer review,and its function is value evaluation.The negative phenomenon in the review of academic journals has individual reasons,but more importantly is the institutional reasons,that is,the reviewer system is generally absent in the academic community,academic evaluation and academic research.Therefore,it is suggested to improve the reviewer selection system by broadening the scope of reviewers,improving their evaluation competence and implementing the avoidance of reviewers.The reviewer operation system should be improved from the following aspects:giving play to the filtering function of academic editors,grasping the matching degree between experts and journals,and refining peer expert evaluation standards.The reviewer evaluation system should be improved by incorporating the academic system,perfecting the incentive system,establishing the appeal system,exploring the open system,etc.
