围填海存量资源利用和管控政策研究

摘　　要：梳理围填海和土地计划管理体系以及二者衔接关系,进一步分析围填海存量资源管控的目标、政策衔接关键点和管理思路。设计围填海存量资源管控政策中“建立台账,逐宗处置”和“分类梳理,整体规划”两种方案,研究优势及不足,最终结合两者优势,提出优化存量围填海管控的合理化政策建议。This paper combs the reclamation and land planning management system and the connection between them,further analyzes the objectives,key points of policy connection and management ideas of reclamation stock resources control.Also studies the advantages and disadvantages of the two schemes of establishing account and sorting out the inventory of reclamation resources control policy,finally gives the rationalization policy recommendations to optimize the inventory of reclamation resources control.
