摘　　要：人力资本和政府科技投入是提升区域创新的关键要素。基于内生经济增长理论,构建了包含最终生产、中间生产、技术研究、基础技术研究及政府五个部门的经济模型,在满足各部门利益最大化假设下,依据平衡增长路径求解发现,人力资本和政府科技投入是区域创新的核心驱动因素。利用中国2008—2020年的省级面板数据,建立多元回归和空间杜宾模型,对理论模型进行实证研究,结果表明:(1)人力资本和政府科技投入对区域创新具有显著的正向作用,且人力资本与政府科技投入存在竞争性;(2)区域创新存在高度的空间相关性,一个区域的创新发展可以带动相邻区域创新发展;(3)人力资本存在空间溢出效应,地区区域创新也受到周边地区人力资本水平的影响,而政府科技投入空间效应不显著;(4)人力资本与政府科技投入对区域创新发展存在地区异质性。Human capital and government investment in science and technology are the key elements to enhance regional innovation.Based on endogenous economic growth theory,this paper constructs an economic model including final production,intermediate production,technology research,basic technology research and government.Under the assumption of maximizing the interests of various departments,according to the solution of balanced growth path,it is found that human capital and government science and technology investment are the core driving factors of regional innovation.Using the provincial panel data of China from 2008 to 2020,this paper establishes multiple regression and spatial Durbin model,and makes an empirical study on the theoretical model.The results show that:(1)Human capital and government science and technology investment have a significant positive effect on regional innovation,and human capital and government science and technology investment are competitive;(2)Regional innovation has a high spatial correlation.The innovation and development of a region can drive the innovation and development of adjacent regions;(3)Human capital has spatial spillover effect,regional innovation is also affected by the level of human capital in surrounding areas,while the spatial effect of government science and technology investment is not significant;(4)Human capital and government investment in science and technology have regional heterogeneity on regional innovation and development.
