摘　　要：铁路危险货物运输事故应急救援专业性强。在国家成立应急管理部,旨在建立权威、高效、统一应急体系,新出台、修编一系列法规标准等安全生产应急管理新发展阶段下,提出预案编制应理清铁路运输企业职责定位,坚持充分衔接新出台的法律法规标准新要求,重视寻求政府主导的专业救援力量支援救援等预案编制原则。以《国铁集团危险货物运输事故应急预案》编制为实践案例,从适用范围、工作原则、组织机构和职责、应急响应等方面对预案编制内容进行研究,有助于完善铁路危险货物运输事故应急预案体系。Emergency rescue for railway dangerous goods transport accidents is highly professional,and scientific and reasonable emergency plans are thus an important guarantee for efficient rescue.As the Ministry of Emergency Management of the People’s Republic of China was established to foster an authoritative,effective,and unified emergency response system and a series of regulations and standards were issued and revised,emergency management for safe production has ushered into a new development stage.Within the above context,this paper proposed a number of compilation principles that shall be observed during the preparation of emergency plans.Specifically,they were clarifying the responsibilities of railway transport enterprises,adhering to fully aligning with the new requirements of the newly issued laws,regulations,and standards,and attaching importance to seeking rescue support from government-led professional rescue forces.Taking the compilation of the Emergency Plan for Dangerous Goods Transport Accidents of China Railway as a practical case,this paper examined the content of plan compilation from the aspects of application scope,working principles,organizations and responsibilities,and emergency response.This paper helps to build a more robust emergency plan system for railway dangerous goods transport accidents.
