摘　　要：铁路保价运输业务在保护客户权益、加强铁路货运安全管理以及提高铁路货运影响力方面发挥着重要的作用。同时,随着铁路货物运输保险的迅猛发展,铁路保价运输和铁路货物运输保险的竞争日趋激烈,铁路保价运输工作面临着许多挑战。结合铁路货运工作实际,通过对比分析铁路保价运输与铁路货物运输保险的费率浮动性、业务灵活性、市场营销竞争性、安全性等共同的影响因素,针对目前铁路保价存在的问题,提出优化费率调整机制、创新保价业务品类、持续完善保价货物风险管理机制、优化保价业务营销宣传、加强人员培训与激励等相关对策建议,为发展铁路保价业务提供参考。The value-insured railway transport business plays an important role in protecting the rights and interests of customers,strengthening the safety management of railway freight transport,and improving the influence of railway freight transport.At the same time,as railway freight transport insurance grows rapidly,the competition between value-insured railway transport and railway freight transport insurance becomes increasingly fierce,and value-insured railway transport is facing many challenges.According to the actual work of railway freight transport,this paper comparatively analyzed the common influencing factors such as the rate floating,service flexibility,marketing competitiveness,and safety of value-insured railway transport and railway freight transport insurance.In addition,in view of the problems existing in current value-insured railways,this paper put forward relevant countermeasures and suggestions,such as optimizing the rate adjustment mechanism,innovating the types of value-insured business,continuously improving the risk management mechanism of valueinsured goods,ameliorating the marketing publicity of value-insured business,and strengthening personnel training and incentives,so as to provide a reference for developing value-insured railway business.
