摘　　要：农村普惠金融在我国已经有近十年的历程,为破解“三农”问题做出了一定贡献。但总体来说,目前农村普惠金融既不“普”也不“惠”,农村金融依然是金融体系中的最薄弱的环节。其主要原因,一是银行的商业性或盈利性与普惠金融的普惠性之间存在矛盾,二是农村金融的高风险、高成本导致银行要么望而却步,要么提高金融产品价格。要破解农村普惠金融的“普惠难题”,政府应当在政策上引导、法律上规制、财政上支持,加强村镇金融基础设施建设,完善农村金融体系,改善农村金融环境。要在发展新型农村合作金融、夯实农村普惠金融根基的基础上,充分发挥银行金融机构在农村普惠金融中的作用。Rural inclusive finance has been in China for nearly ten years and has made certain contributions to agriculture,rural areas and farmers.However,generally speaking,at present,rural inclusive finance is neither"universal"nor"beneficial",and rural finance is still the weakest link in the financial system.One of the main reasons is the contradiction between the commercial or profitability of banks and the inclusiveness of inclusive finance.The other is that the high risk and high cost of rural finance,which cause banks to either shrink back or raise the price of financial products.In order to solve the"inclusive problem"of rural inclusive finance,the government should guide in policy,regulate in law,and support in finance,strengthen the construction of rural financial infrastructure,perfecting the rural financial system and improving the rural financial environment.On the basis of developing a new type of rural cooperative finance and consolidating the foundation of rural inclusive finance,we should give full play to the role of banking financial institutions in rural universal finance.
