摘  要:船舶压载水作为海洋外来生物传播媒介,近年来受到国际持续关注。2004年国际海事组织通过了《国际船舶压载水和沉积物控制和管理公约》,到2019年我国正式加入公约,国内外在压载水领域做了大量的研究和积累。本文回顾了压载水研究的发展历史和国内外的管理政策,梳理了目前存在的问题。建议:尽快完善防范压载水带来的生物安全问题的法律法规细则;相关部委密切合作加强对国际入境船舶压载水排放的监管力度;加强压载水生物安全问题的基础性研究。Ballast water,as the carrier of marine alien organisms,has attracted continuous international attention in recent years.In 2004,the International Maritime Organization(IMO)adopted the International Convention for the Control and Management of Ships’Ballast Water.By 2019,when China officially acceded to the Convention,a lot of research and accumulation of ballast water had been done.This paper reviewed the development history of ballast water researches and management policies at home and abroad,and discussed the existing problems.Suggestions were proposed as follow:to improve the laws and regulations to deal with the bio-security problems caused by ballast water as soon as possible;to strengthen the supervision of ballast water discharged from international inbound ships by closely cooperation of related ministries and agencies;to strengthen the basic research of ballast water.
