兵团经济高质量发展现状、问题及对策研究

摘　　要：文章系统梳理了党的十八大以来,兵团经济发展取得的成效,经济发展的创新性、协调性、持续性、开放性、共享性显著增强。但是发展中仍然存在着科技与经济结合不够紧密、人才短缺严重、战略性新兴产业发展不足、产业结构有待优化、区域结构亟待突破,经济发展的持续性有待加强、开放性有待探索,共享性有待提升的问题。必须坚持创新发展,推进全面深化改革,加大科技创新力度,释放高质量发展活力;坚持协调发展,构建现代化产业体系,加快南疆师市发展步伐,扎实推进乡村振兴战略,厚植高质量发展优势;坚持绿色发展,发展循环经济,扩大清洁能源开发利用,守护高质量发展底色;坚持开放发展,积极融入新发展格局,参与丝绸之路经济带建设,深入推动兵地融合发展,扩展高质量发展空间;坚持共享发展,补齐民生短板,提升劳动者素质,实现高质量的就业,普惠高质量发展成果。This paper systematically reviews the achievements of XPCC economic development since the 18 th National Congress of the Communist Party of China. The economic innovation, coordination, sustainability, openness and sharing have been significantly enhanced. However, there are still some problems in the development, such as the lack of close integration of science and technology with economy, serious shortage of talents, insufficient development of strategic emerging industries, industrial structure to be optimized, regional structure to be broken through, sustainability of economic development to be strengthened, openness to be deeply explored, and sharing to be improved. We must pursue innovation-driven development, deepen reform comprehensively, intensify scientific and technological innovation, and unleash the vitality of high-quality development. Adhere to coordinated development,build a modern industrial system, accelerate the pace of development in southern Xinjiang, promote the rural revitalization strategy,and reinforce the advantages of high-quality development. We will pursue green development, develop a circular economy, expand the exploitation and utilization of clean energy, and safeguard high-quality development. We will adhere to open development, actively integrate into the new development pattern, participate in the construction of the Silk Road Economic Belt, promote integrated development of military and local sectors, and expand the space for high-quality development. We will pursue shared development, strengthen areas of weakness in people’s well-being, improve the quality of our workers, create high-quality employment,and benefit high-quality development for all.
