摘　　要：支前民工是保证解放战争胜利的重要力量。而山东解放区组织动员支前民工的数量比较庞大,在各解放区中,具有一定典型性。以山东解放区为考察中心,可管窥中共支前民工管理的概貌。中共支前民工管理工作是一个从被动到主动,从组织松散到组织严密,从制度初创到制度完善,从无经验到有经验的发展过程,其发展经历了初创阶段、完善阶段及相对成熟阶段。中共从完善组织架构、提高待遇保障、深入思想动员等方面出发,调动支前民工积极性,使得民众真正做到了全心支前、全民支前、全力支前。山东解放区坚持以党的坚强领导为核心、以确保民工利益为基础、以思想政治教育为导向,构建起组织、待遇、思想“三位一体”的支前民工管理模式,其民工管理全过程真正体现了“民意所归”“民力所聚”,充分凸显了人民底色,也即共产党“民心所向”之密钥。Migrant workers in the front line are an important force to ensure the victory of the War of Liberation.The number of migrant workers in Shandong Liberated Areas is extremely large,which is typical and representative in all Liberated Areas.Focusing on the liberated areas of Shandong,we can have a glimpse of the general picture of the management of migrant workers of the Communist Party of China.The management process of the Communist Party of China for migrant workers is a development process from passive to active,from loose organization to tight organization,from the initial establishment of the system to the perfection of the system,from inexperienced to experienced.Its development has gone through the initial stage,the improvement stage,and the relatively mature stage.The Communist Party of China has mobilized the enthusiasm of migrant workers to support the front from the aspects of improving the organizational structure,improving the treatment guarantee,and deepening the ideological mobilization,so that the people have truly supported the front with all their heart,all their people and all their strength.Shandong Liberated Area adheres to the“trinity”of organization,treatment,and ideology,with the strong leadership of the Party as the core,based on ensuring the interests of migrant workers,and guided by ideological and political education.The entire process of migrant workers’management truly reflects the“where the will of the people goes”and“where the strength of the people gathers”,which fully highlights the people oriented,which is the key to the Communist Party of China’s“what the people want”.
