自贸港建设背景下海南社区协同治理实现路径——日本北九州市社区协同治理实践的启示

摘　　要：在自贸港建设背景下,海南社区治理由分散治理向协同治理转变,很多地区试行了“三社联动”协同治理机制,但面临诸多困境,可借鉴日本北九州市多年实践探索积累的先进经验予以破解。海南可以通过改革和完善社区协同治理机制、发挥政府在协同治理中的主导作用、夯实社区协同治理基础、践行以居民为本的理念等措施,消除社区协同治理困境,实现社区治理体系和治理能力现代化。In the context of the construction of Hainan Free Trade Port,community governance in Hainan has changed from decentralized governance to collaborative governance,and many areas have tried out the collaborative governance mechanism of“coordination and interaction of communities,social organizations,and social workers”.But it faces many dilemmas,which can be solved by drawing on the advanced experience accumulated by Kitakyushu City in Japan over many years of practice and exploration.Hainan can reform and improve the community collaborative governance mechanism,play the leading role of the government in collaborative governance,consolidate the foundation of community collaborative governance,and practice the concept of resident-oriented measures.Therefore,it can eliminate the community collaborative governance dilemmas and achieve the modernization of community governance system and governance capacity.
