高效政府视角下的新加坡法定机构运作管理

摘　　要：在公共行政制度改革的热潮下,新加坡政府以廉洁高效而著称于世。在尊重市场与扩大政府职能目的之下而诞生的法定机构形成了新加坡公共行政制度下的特色之一。新加坡的法定机构在半官方半自主的范畴内以公共性与企业性的方式致力于新加坡的国家现代化建设。本文基于新加坡高效的行政机构运行视角来探究其法定机构界定与发展概况,分析法定机构的管理机制与结构,并阐述高效行政运行之下法定机构运作管理对新加坡建设发展中政治、经济与社会层面的成效。Under the upsurge of public administration system reform,Singapore government is famous for its honesty and high efficiency.The statutory boards born with the purpose of respecting the market and expanding government functions have formed one of the characteristics of Singapore's public administration system.Singapore's statutory boards are committed to Singapore's national modernization in a public and enterprise way within the scope of semi-official and semi-autonomy.Based on the perspective of Singapore's efficient administrative organization,this paper explores the definition and development of its statutory boards,analyzes the management mechanism and structure of statutory boards,and expounds the effects of the operation and management of statutory boards on the political,economic and social aspects of Singapore's construction and development under the efficient administrative operation.
