易地扶贫搬迁社区治安管理问题研究——以贵州省威宁县为例

摘　　要：“易地扶贫搬迁”是实施“精准脱贫”的基本策略,旨在将贫困地区的贫困群众转移到更好的生存和发展环境中,从根本上改变他们的生产和生活状况,从而使他们脱贫致富。易地搬迁社区在迁移过程中呈现出了搬迁户收入低、人员的组成情况复杂、社区人员之间相互的信任度不高等特点。本文以威宁县作为研究样本,分析贵州省威宁县易地搬迁社区的社会治安与社会稳定风险防控体系、社区警务管理等方面存在的问题,提出完善政府扶贫机制、引入多元化民族矛盾治理模式、建立社区警务管理机制等具体措施,探讨基层社会治安治理的出路。"Poverty alleviation and relocation"is the basic strategy of implementing"precise poverty alleviation",which aims to transfer the poor people in poor areas to a better living and development environment,fundamentally change their production and living conditions,and thus make them get rid of poverty and become rich.In the process of relocation,the relocated community has shown the characteristics of low income of the relocated households,complex composition of personnel,and low mutual trust between community personnel.This paper takes Weining County as a research sample to analyze the problems existing in the social security and social stability risk prevention and control system and community policing management of the relocated communities in Weining County,Guizhou Province,and proposes specific measures such as improving the government poverty alleviation mechanism,introducing a diversified ethnic contradiction governance model,and establishing a community police management mechanism,and exploring the way out of grass-roots social security governance.
