摘　　要：大型会展活动具有人群密集、财产密集和社会关注度高等特点,极易成为恐怖分子制造轰动效应的重点目标。通过剖析国内外大型活动恐怖袭击典型事故案例,结合会展活动的特点,挖掘影响大型会展活动恐怖袭击风险的主要因素,从恐怖袭击发生的可能性、大型会展活动本身的脆弱性以及后果的严重程度3个维度构建大型会展活动恐怖袭击风险评估体系,从管理措施、技术措施和应急准备3方面提出针对性的防恐对策建议。结果表明:结合构建的三级风险评估指标体系,能够相对准确地找出被评估对象的薄弱环节,增强大型会展活动安全保险。可为后续进行大型会展活动恐怖袭击风险评估提供参考。Large-scale convention and exhibition activities have the characteristics of dense crowds,dense assets and high social attention,so they are easy to become the key targets of terrorists to create sensational effects.In this paper,based on the analysis of typical accidents of large-scale terrorist attacks at home and abroad,combined with the characteristics of convention and exhibition activities,the main factors affecting the risk of large-scale convention and exhibition terrorist attacks were explored,the risk assessment system of large-scale convention and exhibition terrorist attacks was constructed from three dimensions of the possibility of terrorist attacks,the vulnerability of large-scale convention and exhibition itself and the severity of consequences,and targeted anti-terrorist countermeasures and suggestions were put forward from the aspects of management measures,technical measures and emergency preparation.The results show that combined with the constructed three-level risk assessment index system,the weak links of the assessed objects can be found relatively accurately and the safety insurance of large-scale exhibition activities can be enhanced.It can provide reference for the subsequent risk assessment of terrorist attacks in large-scale exhibition activities.
