北京冬奥会防疫政策对国际大型体育赛事的启示

摘　　要：采用文献资料法、比较分析法等方法,在后疫情时代背景下,分析北京冬奥会防疫政策的成功经验,旨在对组织国际大型体育赛事提供借鉴和参考。本研究分析了后疫情时代国内外体育赛事防疫政策特征及2020年欧洲杯、2021年温布尔登网球公开赛和东京奥运会三个国外大型体育赛事典型案例的优缺点,回顾了北京冬奥会的四大防疫原则:分类管理原则、闭环管理原则、常态化防控原则、应急处置原则,在此基础上提炼出了值得国际大型体育赛事组织者参考的几点启示,即:创设新冠联络官,全程搭建防疫桥梁;与城市防疫相结合,创造良好防控环境;防疫措施缜密可行,突发状况备有预案;引入科技防疫设施,提升赛事防疫效益;“一赛一策”,精细化管理。Using the methods of literature review and comparative analysis, this paper analyzes the successful experience of the epidemic prevention policy of the Beijing Winter Olympic Games in the context of the post epidemic era, so as to provide reference for the organization of major international sports events. The epidemic prevention policies of domestic and foreign sports events in the post epidemic era, as well as the advantages and disadvantages of three typical cases of foreign large-scale sports events, including the 2020 European Cup, the 2021 Wimbledon tennis open and the Tokyo Olympic Games, have been analyzed. And the four epidemic prevention principles of the Beijing Winter Olympics are further discussed: classification management principle, closed-loop management principle, normalized prevention and control principle, and contingency plan principle. And the inspiration for organizing international large-scale sports events are: create a Covid liaison officer, and build a bridge for epidemic prevention throughout the process;combine with epidemic prevention in the city to create a good prevention and control environment;make epidemic prevention measures meticulous and feasible, with contingency plans;introduce scientific and technological epidemic prevention facilities to improve the efficiency of epidemic prevention;conduct refined management, with “one competition, one policy”.
