长三角科技创新券通用通兑协同推进机制与发展对策

摘　　要：通过文献调查,对国内创新券通用通兑现状和研究进行回顾,提出创新券通用通兑的内涵,根据内涵表述,将长三角创新券通用通兑进展分为创新券跨区域使用、互认互通试点以及全域互认互通三个阶段,并分析推进过程中存在的问题,最后从加强顶层设计、探索分类通用通兑、探索标准化管理、探索试点范围先行先试等方面提出对策建议,并进一步探讨大仪开放共享为试点的创新券通用通兑标准化流程。Through literature survey, this paper reviews the current situation and research of the universal exchange of innovation vouchers in China, and proposes the connotation of universal exchange of innovation vouchers. According to the connotation, the progress of the universal exchange of innovation vouchers in the Yangtze River Delta is divided into three stages: the cross-regional use of innovation vouchers, the pilot of mutual recognition and interoperability,and the mutual recognition and interoperability of the whole region. The problems existing in the promotion process are analyzed, and countermeasures and suggestions are put forward from the aspects of strengthening top-level design,exploring classification and general exchange, exploring standardized management, and exploring the scope of pilot projects. The standardized process of universal exchange of innovative coupons with large-scare instruments and equipment sharing as the pilot is also discussed.
