异质型环境规制对绿色经济的影响研究——基于绿色创新的中介效应分析

摘　　要：系统梳理异质型环境规制、绿色创新和绿色经济三者传导机制,基于2007—2019年中国省级面板数据,使用数据包络分析方法构建方向性距离函数测算考虑非期望产出的绿色全要素生产率,随后构建中介效应模型借助2SLS回归方法实证研究。研究发现:从全国层面来看,投资型规制对绿色经济的直接影响呈显著“u”型特征,费用型显著为正;绿色创新在投资型和费用型规制对绿色经济的间接影响中起到部分中介作用;从区域层面来看,我国东部与中西部地区异质型环境规制对绿色经济直接影响系数与全国基本一致,绿色创新在东部地区投资型规制对绿色经济的间接影响中未起到显著中介作用而在中西部地区起遮掩作用。Based on China's provincial panel data from 2007 to 2019,this paper builds a directional distance function to calculate the green total factor productivity considering unexpected output by use Data Envelopment Analysis Method,and then builds an intermediary effect model for empirical research with the help of 2SLS regression method.Results show that,in the whole country,the direct impact of investment regulation on green economy shows a significant"U"type,and the cost type is significantly positive.Green innovation plays an intermediary role in the indirect impact of investment and cost regulation on green economy.From a sub-regional perspective,the direct impact coefficient of heterogeneous environmental regulation on the green economy in the eastern and central and western regions of China is basically consistent with that in the whole country.Green innovation does not play a significant intermediary role in the indirect impact of investment regulation on the green economy in the eastern region,but plays a masking role in the central and western regions.
