摘　　要：新型冠状病毒肺炎疫情使我国疾病预防控制机构面临巨大挑战,同时也带来了新的发展机遇,推动着疾病预防控制机构改革刻不容缓。随着国家疾病预防控制局的成立和“三定方案”的出台,我国疾病预防控制机构的改革建设正式拉开序幕,疾病预防控制部门将迎来业务自主权相对提高、更加重视科学研究能力、赋予疾控机构监督功能、强化对区域内医疗机构疾控工作的领导、法律保障更为完备等发展机遇;同时也存在决策实施较为困难、各级疾控机构诉求难以平衡、基层改革进展缓慢、吸引人才力度不够、慢性病业务剥离不利于防治结合等挑战;为了推动疾病预防控制机构良效科学发展需激活疾控机构内生动力、打破业务壁垒医防协同发展、优化业务布局、探索科研人员培养新模式、加强新兴技术科研攻关等,以护佑人民健康。The COVID-19 epidemic poses great difficulties to the disease prevention and control system in China,but it also brings new opportunities for development and promotes the reform of the disease prevention and control institution without delay.With the establishment of the National Disease Control and Prevention Bureau and the introduction of the“Three Plans”,the reform and construction of China′s disease control and prevention system officially opened the door.The disease control and prevention departments will obtain development opportunities such as relatively improved business autonomy,paying more attention to scientific research,endowing supervision function,strengthened leadership over disease control work of medical institutions,and legal support more complete;At the same time,there are also challenges such as difficult implementation of policy decisions,hard to balance the demands of disease control institutions at all levels,slowing progress in grass-roots reform,insufficient efforts to attract talents,and separation of chronic disease business which is not conducive to the combination of prevention and treatment;In order to promote the sound and scientific development of the disease prevention and control system,it is necessary to activate the endogenous power of disease prevention and control institutions,and break down business barriers to coordinated development of medicine and prevention,optimize the layout of businesses,explore new training mode of scientific researchers,and vigorously support the development of emerging technologies to protect the health of the people.
