摘　　要：目的了解四川省疾病预防控制(以下简称“疾控”)机构人员能力现状,并提出切实可行的提升策略,以期进一步改善人员结构,激发队伍活力。方法2021年对四川省、市、县三级疾控中心在编人员开展分层整群方便抽样,通过问卷调查了解其基本情况、一般能力及业务能力等。结果26~55岁人员是调查的主体,在省、市、县三级疾控中心人员中均占86%以上。省级疾控本科生、研究生及以上学历者比例和高级职称比例最高,分别占89.08%和39.95%。疾控人员自评英语阅读能力、计算机操作能力、数据统计能力、写作能力和科研能力均为省级疾控中心最强;人均参加疫情或突发公共卫生事件处置数量则是县级>市级>省级;检验能力各项数量指标则是市级>县级>省级。结论四川省疾控机构省、市、县三级人员素质和能力各有差异,其中省级疾控人员多数指标更优,全省疾控机构人员能力提升需在不同层级予以强化。政府要重视疾控队伍建设,明确省、市、县三级疾控中心各自人才发展定位,有针对性地开展疾控人员专业培训,全面提升人员业务技能。Objective To understand the personnel capacity status of centers for disease control and prevention(hereinafter referred to as“CDC”)in Sichuan Province,and to put forward practical improvement strategies to further improve the personnel structure and stimulate the team vitality.Methods In 2021,stratified cluster convenient sampling was carried out for personnel enrolled in Sichuan provincial,municipal and county centers for disease control and prevention.Basic information,general ability and business ability were understood through a questionnaire survey.Results The subjects aged 26-55 years were surveyed,and more than 86%of them were in provincial,municipal and county centers.The proportion of undergraduates,graduate degrees or above and senior professional titles was the highest at provincial level,accounting for 89.08%and 39.95%,respectively.The CDC personnel had the strongest self-rated English reading ability,computer operation ability,data statistics ability,writing and scientific research ability at the provincial level.The numbers of epidemic cases or public health emergencies people average participated in was more at county level than at city level,than at provincial level.The quantitative indicators of the test ability were more at city level than at provincial level,than at city level.Conclusions The quality and ability of personnel of provincial,city and county CDC were different.And most of the indicators of provincial disease control personnel were better.The ability of personnel of provincial CDC should be strengthened at different levels.The government should attach great importance to the construction of disease control teams,clarify the respective talent development orientation of the three-level CDC of provinces,cities and counties,carry out targeted professional training for disease control personnel,and comprehensively improve their professional skills.
