摘 要:大型水电工程新增影响区处理具有普遍性和急迫性,对其进行研究和探索具有理论和现实双重意义。2012年锦屏一级水电站蓄水以来,已开展五期新增影响区移民安置工作,积累了大量的经验和教训,其工作经验被广泛借鉴和运用。研究以锦屏一级水电站作为典型案例,全面梳理了锦屏一级水电站蓄水后新增影响区处理过程中存在的主要问题和经验教训,结合工作实践提出了处理原则和措施,呈现了最终实施结果,以期为后续其他大型水电工程新增影响区处理提供方案参考。The treatment of newly-increased affected areas of large-scale hydropower engineering is universal and urgent, and its research and exploration have both theoretical and practical implications. Since the impoundment of Jinping I Hydropower Station in 2012, five phases of resettlement work in newly-increased affected areas have been carried out, and a lot of experience and lessons that have been widely used for reference have been accumulated. Taking the Jinping I Hydropower Station as a typical example, the main issues and experiences and lessons in the treatment of the newly-increased affected areas after the Jinping I Hydropower Station is impounded are comprehensively sorted out, and combined with actual work practice, the treatment principles and measures are proposed and the final implementation results are exhibited in order to provide a reference for the treatment of new-increased affected areas of other large-scale hydropower engineering in the future.
