The recycled powder(RP) produced in the recycling process of waste concrete is used as an alternative of cementing material, which has a huge application potential. Different replacement rates were designed to evaluate working performance, flexural strength, compressive strength and strength activity index of the ordinary recycled powder(RPⅠ) and 700℃ calcined recycled powder(RPⅡ) cement paste. The function of RP replace rates and flexural compression rate were fitted. The microscopic tests were conducted to investigate the effect of RP on microstructure characteristics of cement paste. It is concluded that the fluidity of cement paste decreases, water consumption of standard consistency and setting time increase, the compressive strength and flexural strength decrease with the increase of the substitution rate. When the substitution rate exceeds 30%, the compressive strength is greatly influenced, the mechanical properties of cement paste mixed with RPⅡ is better than RPⅠ.
