摘 要:为科学客观地评价移动式压力容器充装站应急预案的质量,提高充装站应急处置能力,基于现有应急预案规章制度,构建了移动式压力容器充装站应急预案质量分级指标体系并建立了应急预案质量等级评价模型。移动式压力容器充装站应急预案质量分级指标体系包括了5个二级指标和27个三级指标。应急预案质量等级评定模型以犹豫模糊集理论为基础,将应急预案质量划分为5个等级。该评价模型采用集值迭代法计算各指标权重,并结合犹豫模糊集理论(hesitant fuzzy sets theory, HFST)算子计算各指标的最终犹豫模糊得分。将该模型应用于浙江省某天然气有限公司突发事故应急预案,根据模型计算最终得分结果,将该公司应急预案质量等级定为“良好”,验证了该模型的可行性。In order to assess the quality of emergency plan of transportable pressure vessel filling station scientifically and objectively, improve the emergency capacity of filling station, quality grading indicator system and quality grading appraisal model were built based on the regulations of current emergency plan. Quality grading indicator system has five second level indicators and twenty-seven third level indicators. Quality grading appraisal model of emergency plan was based on hesitant fuzzy sets theory(HFST) and the quality of emergency plan was divided into five levels. Set-valued iteration was used to calculate the weight of indicators, and HFWA arithmetic operators was used to calculate final hesitant fuzzy score of various indicators. The model was applied to accident emergency plan of a natural gas company in Zhejiang Province. According to final score of model calculation, the quality level of its emergency plan is good, the feasibility of the model is verified.
