构建地方政府绿色行政模式

摘　　要：良好生态环境是最公平的公共产品,是最普惠的民生福祉。依托绿色行政模式应对环境治理问题,其间蕴含着丰富的环境正义价值。将环境正义与绿色行政结合起来构建地方政府绿色行政模式,具有重要的理论价值和现实意义。共同利益观照下的环境正义是绿色行政达成的价值基点,也是绿色政府建设的重要思想来源。环境正义对绿色行政的影响,主要表现为对绿色行政价值、政府绿色决策和政府绿色执行的影响。而价值体系的塑造、机制框架的建构以及循环系统的达成,是构建地方政府绿色行政模式的核心要义。价值层面、组织层面、机制层面、操作层面等要素的协同运转,则是地方政府绿色行政模式的生成路径。A good ecological environment is the fairest and most inclusive public good that benefits all people’s well-being.Dealing with environmental governance issues on the basis of green administrative model contains much implications in terms of environmental justice.Local government’s practices of combining environmental justice with green administration to build a green administrative model has important theoretical value and practical significance.Environmental justice under the perspective of common interests is the value basis for green administration and an important source of ideas for the construction of green government.The impact of environmental justice on green administration is mainly manifested in three aspects:the value of green administration,the green decision-making of the government and the green implementation of the government.The shaping of the value system,the construction of the working framework and the achievement of the circular system have become the core elements of the green administrative model of local governments.The coordinated work of elements on values,organization,mechanism and operation constitutes the path of local government’s green administrative model.
